Key Staff and Advisors
CHRIS KANE, P.E., J.D., President and Managing Director, Princeton, NJ - Chris has a combined background in engineering, management and law with more than 30 years of experience in the development, financing, design, construction, and operation of infrastructure assets. Previous positions included Vice President Project Development for Washington Group, Vice President General Counsel of Raytheon Infrastructure, Principal Engineer at a major university and a construction officer in the Army Corps of Engineers. He also practiced law for 12 years specializing in government and construction contracts providing public and private owners procurement advisory services.
Chris has worked on the development of over $10 billion in PPP projects including a great deal of rail transit, buildings, power and utility experience. He has worked on all the major alternative contract delivery approaches that have been used in the US. Chris analyzed and negotiated public-private-partnerships (PPP), concessiont, development, design-build, and design-build-operate-maintain contracts. He has the unique experience of a balance representation of public and private sector interests and has an established reputation as a mediator for conflict resolution.
Before obtaining his law degree, Chris served 5 years as an officer in the U.S. Army Corps of Engineers, and managed civil works projects in the Pacific Northwest and at the Army’s Engineering School at Ft. Belvoir. He then worked as a facility engineering manager for IBM and George Washington University. He is a licensed professional engineer in Virginia as well as a member of the Virginia, District of Columbia, and New Jersey bars. Chris is active on AAA’s Panel of Arbitrators and Mediators.
He graduated from George Washington University Law School in D.C. and obtained a bachelor of science degree from the United States Military Academy at West Point. Chris is an active speaker and writer on innovative contracting, finance and collaborative conflict resolution.
TOM HILDEBRANDT, Director Project Development, Washington D.C. – Tom has over twenty-four years of experience in all aspects of project development, sales, marketing and business development for engineering and design, environmental, construction and technology companies. His experience includes project management of infrastructure development projects which includes over a dozen years of emerging market experience gained while working with major construction and engineering firms.
He has managed various mid-size and large energy transactions including development of Engineer-Procure-Construct (EPC) and financing structures. In addition, he has performed due diligence investigations for water and environmental, telecommunications, information technology, energy, marine, process and transportation sectors which included detailed project evaluations, local government and sponsorship interactions and financial analyses. Mr. Hildebrandt holds a B.S., Marketing and Computer Science, Juniata College, Huntingdon, Pennsylvania.
CARL PETERS P.E., P.L.S., Director Municipal Programs - Carl has a broad range of expertise in the areas of Land Use, Municipal Engineering and Code Enforcement in the State of New Jersey. He holds licenses as a Professional Engineer, Professional Land Surveyor, Professional Planner and Construction Official. He spent 25 years as the Municipal Engineer in Princeton Borough in New Jersey.
This rare combination of professional credentials enables him to analyze the development process from concept design through issuance of a Certificate of Occupancy. He provides basic guidance to individuals trying to understand the development process in the State. Carl also uses his expertise to help resolve disputes. His varied background is beneficial in the resolution of disputes between project owners, design professionals, contractors and insurance carriers. He received a BS degree in civil engineering from Rutgers University.
STEVE FEIL, Senior Advisor Rail and Transit Programs – Steve has over 20 years of experience in operations and maintenance of rail and transit systems. Among his positions, Steve was: Senior Vice President, Department of Subways, New York City Transit; Chief Operating Officer, Washington Metropolitan Area Transit Authority; Vice President / General Manager Operations, Hudson Bergen Light Rail; Division Engineer Amtrak-National Railroad Passenger Corporation.
Responsibilities have included the overall planning, operations, supply and maintenance of all aspects of rail service, as well as, ensuring the safety, efficiency, and responsibility of the system to the public for which it serves. Oversaw and managed all daily operations of trains, and operations, including the administration and supervision of the maintenance of the railcar fleet as well as all rail support systems (track, signal, power, structures).
On the Hudson Bergen Light Rail, Steve was responsible for all rail operations pertaining to this high performance Light Rail System during both Start-Up and Revenue Service. This System is still growing, and is part of a DBOM process (design, build, operate and maintain) for New Jersey Transit directly. Received MS Transportation Engineering from Polytechnic University and his BA from Lehman College (Cum-Laude)
KRIS KOLLURI, Senior Advisor Transportation and School Programs - Kris Kolluri has his own consulting and legal practice and advises P3C and its clients in the areas of transportation and schools. He has served as the New Jersey School Development Authority (SDA) Chief Executive Officer from 2008-2010. At SDA, Kris oversaw the State’s $5.3 billion school construction program. He came to the SDA from the New Jersey Department of Transportation (NJDOT), where he served as Commissioner beginning in March 2006. In his capacity as NJDOT Commissioner, Kris also served as Chairman of NJ TRANSIT, the New Jersey Turnpike Authority and the South Jersey Transportation Authority, overseeing a total of 17,000 employees, more than $3.6 billion in capital funds and over $2 billion in operating funds.
Prior to serving as Commissioner, Kris specialized in redevelopment and transportation law as an attorney at Parker McCay of Marlton. Prior to working in state government, Kolluri held a variety of top positions in Congressional offices. Most recently he served as a Senior Policy Advisor to House Democratic Leader Richard A. Gephardt, heading the Member Support Program, which was established to help freshman Members of Congress design and implement long-term strategic initiatives. Before he worked for Congressman Gephardt, Kolluri served as Congressman Robert E. Andrews' Legislative Director.
Kolluri received a Bachelor of Science degree in Management and Marketing from Rutgers University, a Masters degree in International Business from Johns Hopkins University and a law degree from Georgetown University. He is an Adjunct Professor at Rutgers University.
